产业升级与高技能人才供给结构性失衡的影响因素研究——以广东省珠江三角洲地区为例 被引量:24

摘要 广东省尤其是珠江三角洲地区存在较严重的产业结构与高技能人才供给的失衡,这不仅体现在高技能人才数量的短缺,更表现为结构上的不匹配。在广东省实施"产业和劳动力双转移"战略、建设现代产业体系及产业结构不断优化升级的背景下,通过增加高素质的技能人才供给以满足产业优化升级对人力资源的需求是目前亟待解决的一个突出难题。基于实地调研资料,从三个层面分析,认为收入水平、职业资格证书和职业培训是影响高技能人才供给的重要因素,应从改善公共产品供给视角提供更好的公共政策设计。 There is a serious imbalance between the supply of high-skilled personnel and industry structure in Guangdong Province,particularly in the Pearl River Delta Region. This problem is not only reflected in the shortage of high-skilled personnel,but also shows a structural mismatch. With the implementation of 'the double shift of industry and labor ' ,in the background of the building of a modern industrial system and the optimization and upgrading of industrial structure in Guangdong Province,it is an urgent problem to meet human resource needs of the industrial optimization and upgrading by increasing the supply of high-quality skilled personnel. Based on field research data,from a micro perspective,the paper shows that income levels、professional qualifications and vocational trainings are important factors in the supply of highly skilled personnel,and suggests that we should provide a better design of public policy from the perspectives of improving the supply of public goods.
