行政垄断与经济效率——基于中国铁路运输业的实证分析

Administrative Monopoly and Economic Efficiency——An Empirical Analysis on Chinese Railway Transport Industry

对行政垄断与经济效率之间关系的定性研究较多,但缺乏定量分析。以中国铁路运输业为例,分别运用H指数公式和DEA方法测算其市场集中度和生产效率,并对两者的关系进行实证分析。实证结果表明,行政垄断虽然在短期内对生产效率的负面影响并不显著,但其却在长期内阻碍了生产效率的提高。

Qualitative researches on the relationship between administrative monopoly and economic efficiency are relatively abundant, but quantitative analysis achievements are inadequate. Taking Chinese railway transport industry for an example, separately use the formula of HHI and method of DEA to measure its market concentration ratio and production efficiency and then do an empirical analysis on the relationship between them. The result of the examination shows that the negative impact of administrative monopoly on production efficiency is inconspicuous in the short term, but it impedes the improvement of production efficiency in the long tenn.
