面对矿产资源开发中日益严重的环境问题,环境补偿机制通过对矿山、矿区、矿城以及资源型地区的补偿行为,采用相应的经济手段、行政手段以及法律手段,使环境毁损责任主体负担环境成本,并对保护、治理改善环境行为进行补偿,尽可能恢复环境的原有功能,是涉及市场机制、行政管理、法律法规等多方面的综合制度安排。
