政府转型——中国资源型城市经济转型之路

The Transformation of Resource-based Urban Economy in China

资源型城市转型是一项重大的战略决策和复杂的系统工程。中国资源型城市的特殊性决定了政府是城市转型中的主导力量;国家的宏观经济政策直接决定着中国资源型城市的兴衰,政府转型是实现资源型城市转型的必然要求;城市转型要求政府转型为具备综合型、民生型、公共服务型、为民服务型、绿色型管理职能的新型政府;中国政府应该借鉴其他国家政府在资源型城市转型复兴过程中的成功经验,建立资源型城市转型成本评价体系、金融财政支持体系、法制保障体系和职业培训体系;谨慎评估、果断决策,积极发挥政府在资源型城市转型中的关键作用。

The transformation of resource-based cities is an important strategic decision and complicated systematic project. The characteristics of Chinese resource-based cities result in the decisive power in the transformation of cities. The national macro-economy policies directly decide the up and down of Chinese resource-based cities. The transformation of the government is a natural requirement to the realization of the transformation of resource-based cities. The transformation of cities requires a new kind of government with such functional characteristics of management as comprehension, livelyhood, public service, service for the people, etc. Chinese government needs to take sucessful expereinces concerned from other governments and establish such as systems as cost evaluation, financial support, legal protection, and professional training in the transformation of resource-based cities. It is, therefore, necessary for Chinese government to evaluate carefully, to make judgments decisively and to play an active role in the transformation.
