工业开发区规划环境影响评价从环境容量的角度出发,结合社会、经济、资源和环境的可持续发展确定了相互关联的指标体系,其中总量控制指标是不可缺少的.采用实证研究的方法,以武汉市化学工业区总体规划环评为例,分析和论证了工业开发区规划环评中水环境总量控制指标的制定方法,并根据该指标对其排水规划方案提出改进建议,为确定优化的社会-经济-环境-资源协调型发展规划提供有效支撑.

Then according to this indicator the authors put forward suggestions for its drainage plan,and provide an effective guarantee for determining the social-economic-environment resource Coordinationbased development planning.
