典型调查法和文献资料法研究发现,农村宅基地使用中普遍存在"一户多宅"、"私下流转"、"宅基地有偿使用"等一系列现象,提出在农村宅基地使用中应逐步开展登记发证工作,逐步实施宅基地有偿使用制,完善宅基地流转机制的政策建议。
