On the Regulatory and Supervisory of Ruling Party in Practicing Public Power

改革开放30年来,中国共产党对新的历史条件下的执政规律进行了不懈探索。这一探索正是围绕执政的核心问题——公共权力的规范与监督展开的。通过横向分权,实行党政职能分开,理顺党政关系;通过纵向放权,适度下放权力,充分调动中央和地方两个积极性;通过有序收权,整合政府职能部门,降低行政成本;大力加强党内监督,扩大党内民主,防止权力滥用;积极推进党外监督,完善人大、政协制度,充分发挥监督制约作用;积极实施基本方略,坚持依法治国,规范权力运作。

The CPC has dedicated great efforts to explore the law of the new historical conditions during 30 years of reform and opening up. This exploration is developed around the focus of the core issue of governance-the norms and supervision of public power. The horizontal separation of power made the party and government separate. The vertical decentralization fully mobilized the initiative of both central and local governments. The resumption of the right integrated the functions of the government departments and reduced administrative costs. Enhancing inner-party supervision and expanding inner-party democracy prevented the abuse of power. The actively promoting of non-party supervision improved systems of people＇s congresses and CPPCC committees and gave full play to the role of supervision and control.
