The Congress Factors on Sino-American Relations

美国宪法明文规定外交权乃是一项由总统和国会共同行使的权力。在现代外交实践中,美国总统几乎主导着美国对外事务的大政方针。自20世纪70年代以来,国会外交出现了一些复兴的迹象。通过对国会在中美关系中发挥作用的几个重点案例的分析,提出了以后在发展中美关系中如何开展国会工作的建议。

The United States Constitution says that diplomatic power is a common exercise of the President and the Congress. However,in the modern diplomatic practice,Presidents almost control the policies of the foreign affairs. In the middle of the 1970s,there have been some signs of the foreign renaissance to congress. Based on the analysis of the case that Congress plays a role in,it puts forward some suggestions on the development of future Sino-American relations and the tasks that the Congress should undertake.
