曹妃甸工业区与渤海新区财税发展能力研究

Research on the Finance and Taxation Developing Ability of Caofeidian Industrial District and the Cangzhou Bohai Development Region

曹妃甸工业区与沧州渤海新区是河北省沿海经济发展战略中的两大增长极,其财税发展能力的优劣制约着河北省整体经济的发展。本文从两区经济发展的实际要素出发,寻找制约其财税发展的共性与特定因素,提出通过加快法律法规建设,推进行政管理体制改革,全面培育金融市场发展,优化改进管理模式,保证财政的投入力度等对策。

The Caofeidian industrial district and the Cangzhou Bohai development region are the two growth poles in Hebei coastal economic development. The finance and taxation developing ability of the two areas is restricting the overall economy development of Hebei province. This paper finds the common factors and the specific factors that restrict the finance and taxation development by researching into the essential factors that influence the two areas＇ economic development. The paper proposes the countermeasures of speeding up the construction of law and regulation, advancing reform of administrative systems, enhancing the finance market development, optimizing management model, and guaranteeing financial investment.
