农村土地承包经营权流转问题是现阶段我国新农村建设中所需要面对和解决的一个重要问题。当前,农村土地承包经营权在流转过程中还存在着流转市场、相关法律法规不健全,流转方式不规范等诸多问题。妥善解决好这些问题,需要完善土地承包经营权流转相关的法律制度,探索实现农村土地承包经营权的有序流转的途径,建立健全农村土地承包经营权流转市场,建立一个稳定有效的农村土地承包经营权流转制度。

Problems in the circulation of the contract for the managerial right of country land have become very important problems we are facing in the process of constructing the new country. Now, there are many problems in the process of circulation of the contract for the managerial right of country land, such as, the circulation market, the laws and regulations are not so perfect; the ways of circulation are not normative, and so on. In order to resolve these problems, we should perfect the related laws and regulations, explore the channel for the ordered circulation of the contract for the managerial right of country land, set up and amplify the circulation market, and establish a stable and effective circulation system.
