试论人才开发战略与区域发展关系

On the Relationship between the Talent People Development Strategies and the Regional Development

区域发展,重在人才。稳定区域现有人才,培养急需人才,开发民族人才,积极引进人才,充分利用人才,是当前我国区域发展的根本保证。本人从人才开发与区域经济发展、区域社会事业进步、和谐区域文化建构、生态建设以及区域社会和谐等五个方面来展开,系统梳理人才开发战略与区域发展之间的内在统一性。

Human resources play an important role in the regional development. Currently, the fundamental guarantees of the minorty regional development in our country are to keep the present people with ability and integrity stable, to foster the professional people in those fields that are in urgent need, to cultivate the ethnic minority talent people, to get the real talented people introduced, to make full use of all people of talent and integrity. This paper summarizes and organizes systematically the inherent unity between the talent people development strategies and the regional development from the following five aspects as the development of people with ability and integrity and the regional economic development, the progress of regional social causes, constructing harmonious culture in the region, constructing ecology, the harmony of the community and society.
