摘要
针对《中华人民共和国招标投标法》关于"投标人不得以低于成本的报价竞标"的规定,结合实践,对水利水电工程成本理论和估算方法,以及"低于成本报价"的判断和防范措施进行研究,并提出了防范低价中标的具体措施。
Based on the regulation on the principle of ＂forbidding bidding prices lower than cost＂ in the tendering and bidding law of China,as well as actual practice and experience,the cost theory and calculation methods for hydropower engineering projects were studied.The judgment criteria for ＂bidding price lower than cost＂ were investigated,and detailed measures for preventing low-price-bid winning were proposed.
