韩国“世界水平研究型大学建设计划”评析

A Commentary on "World Level Researching Universities Construction Plan" in South Korea

韩国是世界上高等教育发展比较快的国家,但也存在大学研究能力不高、竞争力不强等问题。在全球化时代,韩国为了提高大学的竞争力进而提高国家的竞争力,采取了一系列改革措施。韩国于2008年开始实施"世界水平研究型大学建设计划",其主要内容是吸引高水平的国际知名学者和在国外工作的韩国尖端技术人员到国内大学任教,并与国内大学的教授进行合作研究,以提高大学的研究水平,同时提高韩国大学的国际影响力,这对于我国大学如何提高国际竞争力与影响力有一定的启发。此外,韩国在新专业、学科建设中存在的问题也会对我国大学新兴专业的发展有一定的警示作用。

Although South Korea is the country to develop higher education rapidly in the world, such problems as low researching ability of universities and weak competition ability still exist. In the era of globalization, in order to improve the competition ability both of universities and the nation, South Korea has taken a series of reform measures. Since 2008, South Korea has implemented the ＂World Level I^esearching Universities Construction Plan＂, whose content is to attract international famous scholars in high level and oversea advanced technique personnel to return back and teach in universities, at the same time make cooperative research with professors inside the country, which can improve the researching level and international influence of universities in South Korea, and also can provide some reference for Chinese universities to improve international competition and influence. Furthermore, such problems in the new speciality and discipline construction can give us some caution when we construct new rising specialities in our universities.
