The Construction of E-government Must Be Combined with the Governmental Function Transformation

电子政务是实现政府职能转变的重要途径,电子政务建设必须紧密结合政府职能转变。我国电子政务建设中存在脱节于政府职能转变的问题,重技术建设、轻政务流程再造,缺乏统一规划和"以公众为中心"的服务意识。针对这些问题,提出相应对策,制定统一规划和标准,电子政务建设要以用户为中心,以政务流程再造为主线,强化服务导向。

E-government is an important way to achieve the functional transformation in government. Construction of E-government must be combined closely with the transformation of governmental functions. E-government exists out of touch on the issue of the transformation of governmental functions in our country, to emphasize the technological construction, and despise the governmental process reengineering, for the lack of unified planning and the ＂Public-eentrie＂ sense of service. To aim at these problems, it＇s proposed appropriate measures to develop a unified planning and standards, e-government should be guided by the user-centric, and the Chief Process Re-engineering with the main line, and strengthen the service-oriented.
