我国服务业发展的基本格局与推进原则

Basic Pattern of Service Industry in China and Principles of its Development

文章指出我国服务业增加值从2006年～2008年高于或等于同期GDP的增长率，发展态势良好。然而服务业占GDP比重无明显改善，甚至有所下降。从三年多的实践来看，我们可以得出“服务业增加值占GDP比重仍然偏低，实现预期目标难度较大；服务业就业贡献率稳步提升，可能完成预期目标；服务贸易正在蓬勃发展，尽管面临着严峻挑战，但很有可能超额完成预期目标”三个基本结论。我国服务业发展正处于前所未有的战略机遇期。在这关键时刻，明晰服务业发展的基本原则，对于促进服务业快速、健康和有序发展，有着重要的意义。

This paper points out the growth rate of services industry from 2006 - 2008 is higher than or equal to that of GDP at the same period, which indicates that services industry is well developing. However, the contribution of the services industry to the GDP is a little bit decreased. From the last three years＇ practice, we can conclude that （1） the proportion of services industry in GDP is still low and it is more difficult to achieve the desired objectives; （2） the service sector gradually increase the contribution to the overall employment rate, which may complete the target; （3） trade in services is booming and is likely to surpass the target although facing severe challenges. Overall, our service industry development is in an unprecedented period of strategic opportunity. At this critical moment, it is very important to clarify the basic principles of development of service industry for the development of service industry in a fast, healthy and orderly way.
