Bottlenecks and Countermeasures in Constructing the Rural Modern Circulation System in China

建设和完善农村现代流通体系,激活农村市场、促进农民增收、拉动农村消费,在当前世界金融危机的背景下对我国农村经济乃至整个国民经济发展具有重要意义。突破各种瓶颈的制约,加快推进农村流通改革和创新,构建高效的农村现代流通体系必需要合理界定政府职能,加大扶持力度;科学开展流通规划,优化市场布局;大力改善基础条件,提升流通效率;重点培育市场主体,提高组织程度;积极提升流通业态,创新交易形式。

The author believes that constructing and improving the rural modern circulation system, activating the rural market, increasing farmers＇ income and stimulating rural consumption is of great significance for the development of China＇s rural economic and the development of the national economy as a whole in the light of global financial crisis. To break through the various bottlenecks and constraints, speed up the reform and innovation of rural modern circulation system, and build a modern and efficient distribution system in rural areas, we should, first, have a rational understanding of the role the government play and give more support; second, carry out the scientific circulation planning and optimize the market layout; third, improve the basic conditions substantially to enhance circulation efficiency; fourth, focus on the cultivation of the market players to improve their organizational level; and fifth, actively upgrade the circulation format and make innovation in the mode of transaction.
