Performance of Occupational Health Surveillance Before and After Pilot Basic Occupational Health Service in Songgang Street

目的总结基本职业卫生服务(BOHS)试点中职业健康监护工作,为BOHS工作的全面推广提供借鉴。方法收集深圳市宝安区松岗预防保健所(卫生监督所)(松岗所)BOHS试点开展前后(2005-2008年)职业健康检查及相关工作数据。结果BOHS试点后,松岗所人员、设备、检测能力等均得到了较大提高,辖区内职业健康检查普及率上升;疑似职业病检出率、职业病患者确诊率以及职业禁忌人数均上升,所有发现的职业健康损害者均被及时调离岗位和进一步诊治;职业病实际发病率呈下降趋势,无重大职业病事故和职业病死亡病例;企业建立职业健康监护档案数(率)和建档完整数(率)逐年上升。结论松岗街道BOHS试点后职业健康监护工作全面铺开,有效地保障了辖区内劳务工的职业健康和合法权益。

Objective To summarize the performance of occupational health surveillance in pilot basic occupa- tional health service （BOHS） and provide evidence for fully implementation of BOHS. Methods Data of occupational health surveillance and related data before and after pilot BOHS （2005 -2008 ） by Songgang Health Inspection and Prevention Institute were collected. Results Since the start of pilot BOHS, the human resource, equipment and detection capacity had been improved greatly in Songgang Health Inspection and Pre- vention Institute. The rate of occupational health examination had been increased significantly. The detection rate of suspected occupational disease, the confirmation rate of occupational disease and the detection rate of persons with occupational contraindication had been increased too. The workers with occupational injury had been withdrawn from their post to receive treatment. The incidence of occupational diseases had been de- clined, and no major issues of death case of occupational disease and serious occupational disease emergency occurred. The number or rate of establishing occupational health surveillance archives and the completeness of archives increased year by year in factories. Conclusion The fully implementation of BOHS had been started, which would protect the health and interests of the workers in the area effectively.
