乡村卫生机构一体化管理的内容及可行策略

The Contents and Feasible Policy of Integrative Management of Township Health Center and Village Clinic

村卫生室是农村卫生服务体系的基础,但随着集体经济解体,村卫生室逐步成为个人办医的机构,其管理和服务质量都难以得到规范和保障。近年来,中央和各地均出台了多项政策要求进行乡村一体化管理,各地也开展了一定的探索。文章通过对典型地区的调查,总结乡村一体化管理的主要做法,并对其关键问题进行讨论,认为乡村两级应实行高度一体化管理,开展社区卫生服务。

Since the disaggregation of the collective economy organization, village clinics, the basic of rural health service system has become the individual private institution gradually of which management and health service qualities are difficult to regulate and supervise. In recent years, there are many policies proposed by central and local government which ask for implementing the integrative management of township health center （THC） and village clinic, and there are many practices in local areas. This article summarized the different practices of integrative management of township health center and village clinic, based on the typical investigation, and discussed on some key issues. The conclusion is that it should be highest integrative management between THC and village clinics and transfer community health service pattern.
