WUA参与下灌溉水价形成机制研究

我国农业灌溉水价一直是以主体工程的管护投入为基准由政府有关部门进行测算并经政府审批执行,不但用水者不知情,而且有关末级渠系方面的投入更是没能计入。本文根据我国现行水价的形成状况,在分析国内外农业灌溉水价形成过程和不同形成机制的基础上,对WUA参与下灌溉水价形成机制进行了探讨。

Chings agricultural irrigation water has always been the main investment project management and protection as the benchmark calculations by the government departments concerned and the implementation by the Government for approval, not only knowledge of water users, but also the ditches in the end is not able be counted. Based on the formation of China＇s current water conditions and analysis of domestic and international agricultural irrigation water price formation process and the different formation mechanism, with participation of WUA, the irrigation water price formation mechanism was discussed.
