吉林省用水户协会绩效及影响因素分析

Analysis on Performance and Influence Factors of WUA in Jilin Province

用水户协会作为农业用水社会化管理的主要实施载体已在国内得以推广,是提高灌区水资源利用效率的组织保障。本文选择吉林省用水户协会为研究对象,通过统计学手段综合评价用水户协会的绩效,构建绩效与其影响因素间的模型进行多元回归分析。深入揭示了吉林省用水户协会的运行规律,并为进一步促进其良好运转提供了相应的对策。这种研究,对于吉林省用水户协会的发展具有重要的指导意义和借鉴作用。

The Water Users＇ Association （WUA）, as the main community of agricultural watering management has been implemented in our country, is an organization to improve the water using efficiency of the irrigation. This paper uses the WUA in Jilin Province as the research object, and comprehensively evaluates the performance of WUA through statistical means, and builds the performance and the multiple regression analysis among its influencing factors. This paper reveals the governing operation and the smooth countermeasures to promote the function of the WUA in Jilin Province. Such studies have an important guiding significance and reference for the development of the WUA in Jilin Province.
