Scientific Outlook on Development: New Perspective for Exploring the Path of Supervision within the Party

在摈弃"三权分立"和多党制的条件下,中国共产党要正确行使人民赋予的权力,保持党的先进性和纯洁性,必须建立健全党内监督机制。科学发展观是推进我党各项事业改革和发展的一种方法论。用科学发展观的新视角来审视和思考我党的党内监督工作必然要求:坚持以人为本,确立人民群众和广大党员在党内监督中的主体地位;坚持全面的观点,构建科学的党内监督体系;坚持协调的观点,合理配置党内权力结构和党内监督资源;坚持可持续的观点,加强党内监督的政治文化建设。

Under the condition of discarding the separation of the three powers and multiparty system, the Chinese Communist Party must establish right supervision mechanism within the party for exactly exerting the power given by the people and maintaining the advanced nature and purity of the Party. Scientific outlook on development is a methodology for promoting reform and development of the Party＇s various undertakings. We must inspect and consider the work of supervision within the Party from new persrpective of scientific outlook on development. Thus, it requires that we must insist on the needs of people, establish the dominant position of the people both inside and outside the Party, adhere to comprehensive viewpoint, construct scientific supervision system within the Party, adhere harmonious viewpoint, reasonably configure the power structure and supervision resource within the Party, adhere to sustainable viewpoint, strengthen political and cultural construction within the Party.
