试论亚运会期间广州地铁安保对策

On the Handling Countermeasures of the Safety in Underground durring Guangzhou Asian Games

安全是亚运会成功的第一要素,地铁运行中的某些特点决定了其易受到人为灾害和自然灾害的侵袭,亚运会召开期间广州地铁一旦发生各类突发事件,不仅会造成财产损失和人员伤亡,由此产生的国际负面影响更是难以估量。基于对地铁存在的、潜在的不安全因素分析,提出广州地铁应增加技防设施投入和安全检查力度,制定地铁事故预案、建立和完善应急处置与救援机制,强化地铁公安管理、组建专业抢险救援,加强针对性的训练和演习,强化培养公众参与意识等安保对策,以确保亚运期间广州地铁的安全。

The underground is an important traffic means in modem society, it has the advantage of transporting a great number of passengers,but today it is no longer safe because the national terrorism is very important and the peace of society is difficult to uphold. In order to insure the safety of underground,we must set down dispositional seheme in advanee,strengthen the pertinent training and maneuvering,establish public participation and special institutions of public seeurity management and intensify propaganda for safety to passengers.
