摘要
分析了目前长江驳船队运输方式发展的现状和问题,构建了长江干散货运输方式竞争力评价模型,对长江驳船队运输方式的竞争力现状作出评价,对长江干线驳船队方式竞争力的条件进行了分析。结论表明,长江干线重庆至上海航段船队运输缺乏市场竞争力,可暂不鼓励船队运输方式的发展;在长江中下游武汉至上海航段,与机动船运输相比,船队运输虽然有其不足,但仍有竞争优势,如采取适当措施改善船队运输条件,驳船队运输方式将有较强的市场竞争力。最后针对长江中下游驳船队运输的发展提出了相关政策建议。
The paper analyzes the present situation and problems of barges transportation in Yangtze River,then the competitiveness evaluation model is constructed to appraise the competitive capability of barges transporting in Yangtze River,which is followed by discussion of the possible conditions for barges to compete.Researches show that on main route of Yangtze River,barges transporting on ship route from Chongqing to Shanghai section is short of marketing competitiveness and should not be adopted encouragement policy during this developing stage;but on ship route from Wuhan to Shanghai section,the barges transport mode has its comparative advantages comparing to motor ship transporting,and would have obtained strong marketing competence and sustainable development capability if some proper measures are taken to modify the transporting conditions. Lastly,some policy suggestions are proposed about the development of barges transportation in Yangtse River.
