博弈观下的农村体育公共产品供给主体行为规制研究

Behavioral Rules and Regulations for the Supply Subject of Public Products for Rural Sports Viewed from the Game Theory

以博弈论作为基本分析工具,探究了我国农村体育公共产品供给主体行为失范现象。结果认为,农村体育公共产品供给主体由于在责、权、利方面没有达成具有约束力的协议,是造成行为失范的根本原因。划分事权范围,明确主体供给责任;理清政府财权,调整财政支出结构;完善"一事一议",规范民主议事程序;启动经济杠杆,激励主体投资行为;规范绩效考核,提高政府服务能力是农村体育公共产品供给主体行为规制的最优方案。

The game theory is employed in this paper to research the piaenomenon mat me supply subject for the public products of Chinese rural sports is abnormal. It is concluded that the basic reason for the abnormality is that there is no binding agreement concerning the responsibility, power and interest of the supply subject. The best approach to establish the behavioral rules and regulations for the supply subject of public products for rural sports is to demarcate the responsibility and power, designate the responsibility of the supply subject, adjust the government expendi- ture structure, perfect the rule of ＂one issue, one discussion＂ , standardize the democracy procedure, start the economic leverage, stimulate investment of the subject, standardize the performance assessment, and improve the government service.
