构建党代表履职机制,切实推进党内和谐建设

Bad Effect of Party Representatives’Inadequate Duty-Performing in the Harmonious Construction within our Party and our Solutions

党内和谐是社会和谐的基础,党代表认真履职对于实现党内和谐发挥基础性作用。在实际调查基础上,我们认为当前党代表履职不足对党内和谐产生的不利影响表现在:导致党员主体地位难以体现、党内沟通难以畅达、党内问责体系难以建立、党内监督质量难以提高、干部权力合法性难以巩固、党内改革难以深化等。因此,构建充分发挥党代表作用的长效机制的基础是建立规范的代表资格取得机制,关键是建立代表履职的激励约束机制,前提是出台相应的党内法规。

Harmoniousness within our party is the foundation of harmoniousness in our society, so party Representatives can play a fundamental role in realizing Harmoniousness within our Party if they perform their duty earnestly. Based on my investigation practice, this paper analyzes thoroughly the bad effect of PRs＇ inadequate duty-performing in the harmoniousness construction within our Party： It is difficult to show the center status of party members, to communicate smoothly within the party, to set up the responsibility-taking system, to improve supervising quality within the party, to consolidate the legality of leaders＇ right and to deepen the reform within the Party. The foundation to set up a PRs＇ permanent duty-performing mechanism is to establish a standard qualification-obtaining mechanism; to establish an encouraging and controlling mechanism of PRs＇ duty-performing is the key and to formulate and publish some relevant laws and regulations within the Party is the prerequisite..
