The Difficult Position and Pondering on Grasping and Implementing the Principle of the Party Directing the Overall Situation and Coordinating the Efforts from All Quarters

党要"总揽全局、协调各方",是十一届三中全会以来中国共产党提出的加强和改善党的领导所必须坚持的一条重要指导原则,这一原则内涵丰富,意义重大,但这一原则在具体落实过程中还存在一些难以把握和界定的环节,需要认真思考和对待。

It is an important guiding principle that the Party directs the overall situation and coordinates the efforts from all quarters, which the Chinese Communist Party puts forward in order to strengthen and improve the Party＇s leadership after the third Plenary Session of the llth Central Committee of the Chinese Communist Party. Afterwards the stress is laid on it in the various occasions. There are abundant connotations and important significanees in directing the overall situation and coordinating the efforts of all quarters. But there are some links that are difficult to be grasped and interpreted in the course of this principle being implemented, which demand the Chinese Communist Party ponders deeply and takes seriously.
