摘要 水环境承载力的大小具有明显的时间性、空间性、动态性、地区性等特点.它不但具有环境属性,还具有社会经济属性.它是污染物总量分配和总量控制的基础.总量控制是总量分配的目的.总量控制是通过控制某一区域污染源允许排放总量,并优化分配到各污染源,以实现水环境目标的环境规划管理措施.其本质是要寻求某一区域在环境质量目标与技术经济条件之间的最佳结合点.TMDL技术是这一领域最新技术成果的代表. The level of water environmental carrying capacity has obvious characteristics such as time, space, and dynamic, regional and so on. It not only has environmental attributes, but also with the soeio - economic attributes. It is the basis of total amount of pollutants allocation and controlling. The purpose of the total allocation is the total control. Total control is a management measures which by controlling source pollu- tion emissions allowed in a region , and optimize the allocation to various sources in order to achieve the objectives of water environment planning. Its essence is to find the best combination of points between environmental quality objectives in a region and the technical and economic conditions.
