基于4R模型下我国公共危机管理体系建设的思考

Thoughts on the Construction of China′s Public Crisis Management System Based on 4R Model

我国目前正处于公共危机高发阶段,其不确定性和巨大的破坏性给人们生命安全和社会政治经济带来了极大危害,是我国政府必须应对的挑战。论述了4R模型在公共危机管理中应用的可行性,分析了目前我国政府在应对公共危机中的现状和存在的问题。主张依据系统论的思想以4R模型来构建公共危机管理体系,以期达到降低公共危机影响的效果。

In recent years,China is in the period of high incidences of public crisis.It has caused severe threats to public security and social stability because of its uncertainty and grant destruction.So,it is a great challenge for Chinese government to deal with.This paper discusses the feasibility of 4R model in public crisis management and analyses the problems in 4R process during the management.Some suggestions on reconstructing the public crisis management system are proposed bases on 4R model according to system theory,so as to reduce the effect of public crisis as much as possible.
