The Legislative Defects and Perfection of the Rural Minimum Life Guarantee in Liaoning Province

建立适合中国国情的农村低保制度是完善农村社会保障制度、促进新农村建设、构建和谐社会的切实需要。辽宁省是建立农村最低生活保障制度较早的省份,在制度构建及运行各方面取得了较好的效果。但随着这项制度的深入发展,一系列的问题也逐步暴露出来,其中地方性立法所存在的问题尤为突出,这也成为了辽宁农村最低生活保障制度发展的瓶颈。只有切合实际地解决这个问题,才能使最低生活保障制度在辽宁发挥更好的作用。

Establishment of the rural minimum life guarantee which fitting for the national conditions is very important. It is the need of the perfection of the rural minimum life guarantee, improvement of the new rural construction and construction of harmonious society. Liaoning is the most earliest province which builds the system. And it has gotten some appreciated results. But with the system developing, some questions appears, especially the legislative problems. These problems impede the improvement of the rural minimum life guarantee. In order to make the system play a role, we must resolve these problems.
