关于监狱机构设置与警力配置科学化的研究

我国监狱"监企合一"的监狱体制产生于计划经济体制条件下,在向社会主义市场经济体制转型过程中,确立了"全额保障、监企分开、收支分开、规范运行"的监狱体制改革目标。在监狱体制改革过程中,需要对监狱机构设置与警力配置进行创新,监狱机关实行"大处(科)室制";监狱管理实行"监狱—监区"扁平式两级管理;撤出非执法岗位所占用警力;建立以女性监狱人民警察为主的监狱教育改造机制;降低监管改造工作一线监狱人民警察工作风险;配置机动警力解决监管改造工作一线监狱人民警察业务素质培训与休假等问题。

Our prison system ＂prison and enterprises combine into one＂ was formed under the situation of planned economy system. In the process of transforming into socialist market-orented economy system, the prison established the prison system reform goal of ＂guarantee in general, divide prison and enterprises, divide income and expenses and standard operation＂ . In the process of prison system reform, we should create new establishment of prison organization and police arrangement and prison organ should carry out ＂big division （section） ＂ ; prison administration conducts ＂prison---prison area＂ fiat type two sides administration; withdraw the police of non-law- enforcement position; establish the prison education and reform mechanism mainly made up by female prison policemem; decrease the danger of basic prison policemen; arrange reserve police force to solve the problem of prison basic policemen＇ s quality training and spending holidays.
