论中国城市社区救助服务体系的完善

Comments on improvement of assistance service system of urban communities in China

在经济转轨、社会转型"两个转变"影响下,城市中越来越多的失业、下岗工人由"单位人"变成"社区人"。城市社区在解决这类城市困难居民的基本生活、保障其基本权益方面承担着更多的责任。通过总结城市社区救助服务体系的现状及存在的问题,在借鉴国外成功经验的基础上提出完善中国城市社区救助服务体系的对策建议。

Under the influence of ＂two changes＂ - economic transition and social transformation, a growing number of urban unemployed workers have turned from ＂people of unit＂ into ＂people in community＂. Urban communities have more responsibilities to solve these poor residents＇ basic livelihood and protect their basic rights and interests. Through summing up the situation and problems of assistance service system of urban communities in China, the paper pointed out proposals to improve it based on foreign successful experience.
