市场经济背景下,辽宁部分干部存在严重诚信问题。诚信缺失是由多种因素综合作用造成的,而根源在于政治参与缺失导致的监督乏力。构建中国特色的干部诚信制度,民主、法治、善治、德治是其根本举措。在制度规章的约束下提高干部思想道德素质,使诚信成为其内化的、自觉的约束机制是诚信建设的最终归宿。

Lack of sincerity is due to comprehensive function of many kinds of factors, but the original cause lies in the weak supervision caused by political participation deletion.
