摘要
市场经济背景下,辽宁部分干部存在严重诚信问题。诚信缺失是由多种因素综合作用造成的,而根源在于政治参与缺失导致的监督乏力。构建中国特色的干部诚信制度,民主、法治、善治、德治是其根本举措。在制度规章的约束下提高干部思想道德素质,使诚信成为其内化的、自觉的约束机制是诚信建设的最终归宿。
Under the background of market economy, some cadres in Liaoning have serious sincere problems. Lack of sincerity is due to comprehensive function of many kinds of factors, but the original cause lies in the weak supervision caused by political participation deletion. The essential measure to construct the cadre sincerity system with Chinese characteristics is democracy, rules by law, good governance and rule by virtue. The final goal of ca, Ire' s sincerity construction is to improve cadre ideological and ethical standards under system restraint of rules, and make sincerity become their internalized and conscientious restriction mechanism.
