On the Perfection of Responding Mechanism and the Construction of Service-type Governmental

政府回应建立在国家与社会相对分离的基础上,是作为国家权力主要行使者的政府对社会需求和提出的问题给出反应和回复的过程。回应机制是政府运行机制的重要组成部分,优化政府回应机制是建设服务型政府的必然诉求,对于维持和增加现代政府的合法性基础,更好地适应经济社会发展需求具有十分重要的意义。优化服务型政府回应机制,需要从政府自身和社会两个方面采取相应的措施。

Government response is constructed based on the relative dissociation of the state and society. It is the process in which the government, as the major conductor of national power, responds and replies to requirements and questions raised by the society. The responding mechanism is an important component of the operating mechanisms of government. As far as the construction of service-type government is concerned, building and strengthening the responding mechanism is necessary, which will help to keep and increase the legal foundation of the modern government, and better to be adaptive to the economic and social development. Relative measures from the two aspects of the government itself and society should be taken, so as to strengthen the responding mechanism of service-type government.
