试论农村金融的法治建设

On Legal Construction of Rural Finance

作为农村经济发展的动力和核心,农村金融发展状况决定着农村经济发展快慢及繁荣与否。本文建议通过建立和完善农村金融组织立法、投资立法、信贷立法、非正规金融立法、监管立法,构建一个比较完善的农村金融法律体系,逐步实现农村金融法治,培育自由竞争、合法经营、规范安全的农村金融发展环境,促进农村经济发展。

The development of rural finance, powerhouse and core of rural economy, influences the development and prosperity of rural economy. This article proposes to create a comparatively sound legal system on rural finance through the construction and perfection of legal frameworks on rural financial institutions, investment, credit, alternative financing and supervision, to the end of realizing rule of law in rural finance, enhancing competition and business compliance, and speeding up the development of rural economy.
