The Government Duty on China's Grain Security

粮食的商品和准公共物品属性,决定了粮食安全是政府义不容辞的责任。应强化粮食安全的政府责任意识,明确粮食安全的政府责任目标,建立和完善粮食安全的政府责任运行机制,政府在履行粮食安全责任的的途径上,应对粮食安全政府责任的边界、粮食安全政府责任的制度和政策创新以及粮食安全的政府责任和解决"三农"问题的如何统一等问题展开进一步的研究和探索。

Grain has its own property as commodity and semi -public goods, which has determined the govemmentg bounden duty on grain security. We should strengthen the government＇s sense of responsibility on grain security, pay much attention to the problem of grain security, build up and perfect the mechanism of government ＇ s responsibility on grain security, in the methods to fulfill the government duty on grain security, the government should carry out further research and exploration on some problems, such as the definition of the government＇ s responsibility on grain security, system and policy innovation on grain security and the integration between the government＇s duty on grain security and the settlement of the issues of agriculture, countryside and peasants.
