河南省新农村建设资源优化配置的调查与建议

Investigation on the optimal allocation of resources in building new rural areas in Henan province and suggestions

新农村建设资源的优化配置不仅有利于农村生产要素的合理、有效使用和新农村建设的顺利进行,而且对于促进农业结构调整和农村社会经济的可持续发展具有重要作用。调查发现,现阶段河南省新农村建设中,在劳动力、土地、建设资金、公共产品供给等方面的资源配置存在问题,为此需在这些方面实行和强化资源整合、优化配置的政策。

The optimal allocation of resources in building new rural areas is not only conducive to the rational and effective use of production elements in rural areas and successful construction of new rural areas, but also conductive to the adjustment of agricuhural structure and rural social economy ＇ s sustainable development. Investigation results show that problems exist in the allocation of resources sueh as labor power, land, construction funds and the supply of public goods in building new rural areas in Henan province at the present stage. As a result, polieies on resource integration and oplimal allocation should be enforced and strengthened.
