我国地方政府信息服务业发展模式和热点领域分析

A Study on Developmental Pattern and Hot Fields of Information Services Industry Development Policies of Regional Government in China

通过对地方政府"十一五"规划的内容进行分析,解读和比较我国地方政府发展信息服务业的三种战略模式和24个热点领域,并对各热点领域进行聚类分析,划分为东部应用、中西部应用、政府基础、网络基础和数字内容产业5类,并发现东西部发展信息服务业的政策侧重点具有明显不同。

Based on content analysis of the 11th Five-Year Plan of regional governments in China, this paper analyzes and compares 3 development styles and 24 hot fields of regional government＇ s information services industry developing policies. Through a clustering analysis on the hot fields, the hot fields are subdivided into 5 clusters：eastern application, western application, government basement, network basement and digital content industry. Finally, it is found that there is a significant difference in the policy emphasis between western and eastern of China.
