坚持山江湖林综合治理是根治长江洪灾的战略选择

山江湖林的关系十分密切,山是水土流失之源,湖是水沙之库,江是联结山湖的纽带,林是防灾减灾之本。森林植被减少造成山江湖关系失调是导致长江水灾频繁发生和损失日益加重的主要原因。治水之本在于治山,治水之要在于还湖,治山、治江、治湖之道在于兴林。只有坚持山江湖林综合治理,不断优化山江湖关系,才能实现长江流域生态经济的可持续发展。

The maladjustment of relations among mountains,rivers,lakes and forests caused by deforestation and forest degradation is the main reason that lead to frequent occur- ring of flood and serious economic loss.The foundation to regulate rivers and watercourses is to transform mountains.Foster forest resource construction is the key to transform moun- tains,harness rivers and lakes.Only consisting on overall harnessing mountains,rivers,lakes and forests and continuous improving the relations among them,can the sustainable economic and social development of Changjiang River valley realize.
