Reaching the goal of beautiful landscape is the concrete measure of sustainable development,it also is the new economic thinlking which reflects environmental economics theory.How to deal with the relationships between nature and the human should be consid- ered.The guidance of economic development should be reformed.Public requirement is push- ing force of decision making,and experiences are the bases of decision implements.
