摘要
意大利是以山地为主的国家。该国把山地作为重要的国土资源,在实施有效保护的前提下合理开发利用。其主要作法:坚持公众参与,因地制宜制定国土开发利用总体规划;遵循市场规律,加强政策引导和宏观调控;以保护环境为前题,开展山区经济建设,加强基础设施建设,完善社会服务体系,实行优惠政策,扶持山区加工业。其作法和经验对我国正在较大规模开展的山区综合开发工作有一定的借鉴作用。
Italy is a country with more mountain areas,the author found that the nation regards mountain areas as important national land resource to explore.The main measures are adopted as following:public participation,development of national land resource planning, emphases on policy suggestion and macro-control,mountain economic construction develop- ment with prerequisite of environmental protection,strengthening infrastructure construc- tion,developing social service system,supporting processing industry development in moun- tain areas,regarding cooperative organizations as effective ways to promote technology progress.Finally,the authors put forward comments and suggestion to mountain integrated development of our country.
