摘要
目的:构建科学、有效、统一的公立医院绩效评价指标体系。方法:按照以人为本、科学性、可比性、可操作性和可推广性等原则,利用专家咨询法,并综合考虑实际工作情况选择评价指标,以层次分析法确定评价指标权重,采用模糊综合评判法对公立医院绩效进行评价,以宁波市2002-2006年30所不同类别的公立医院绩效进行验证。结果:设计出以支持—功能—效果为"度",包含目标层、子系统层和基础指标层3个层次指标、13个大类指标和28个基本指标为"级"的三度三级指标体系,30所公立医院绩效评价排序与实际基本相符。结论:文章提出的公立医院绩效评价指标体系具有良好的代表性、导向性、独立性和敏感性,是一种科学、实用、有效的评价方法。
Objective To establish a scientific,effective and united performance evaluation index system for state hospital. Methods The evaluation index was selected by using the consultation with the experts and combination with practical conditions, based on the principles of people- centered, science, practicability and comparability. The weights of evaluation indexes were decided by the method of analytical hierarchy process. The performance of state hospital was evaluated by the method'of fuzzy synthetically judgment. The evaluation method was tested by the performance of 30 different graded state hospitals in Ningbo from 2002 to 2006. Results A performance evaluation index system of state-owned hospital of 3 degrees, which consisted of support, function and effectiveness, and 3 bands ,which consisted of 3 first level indexes, 13 general categories indexes and 28 basic indexes, was constructed. The tested results suggested that the precedence ordering of hospital performance evaluation in Ningbo was conformed to the reality. Conclusions The performance evaluation index system of state hospital advanced in the paper was a scientific,practicable and effective method.
