Capability Building of Science Popularization:Theoretical Reflections and Shanghai Practices

摘要 本文对科普能力的内涵、科普能力与科技创新能力、科普能力与创新型国家的关系进行了理论思考,认为科普能力和科技创新能力相辅相成、相互促进,共同推进科技事业的发展;科普能力为创新型国家建设提供良好的社会基础。结合上海科普工作的实际经验,提出通过"组织体系的渗透力"、"社会资源的整合力"、"创新示范的引领力"、"注重社会效果的影响力"和"科普工作效率的调控力"等"五力整合",能有效推进政府的科普能力建设。 This article examines the concept of science popularization capability, and debates the relationship between science popularization capability and S&T innovation as well as innovative nation construction. Combining the theoretical analysis with the science popularization experience from shanghai, the article puts forward a pentagonal model, which aims at the pervasion of organization system, integration of social resources, leading role of innovation demonstration, influence of social effects, and regulation of popularization efficiency.
