我国政府海洋产业政策的实施机制研究

Research on Enforcement Mechanism of Government's Ocean Industry Policies

我国海洋产业政策的实践表明,我国政府海洋产业政策的绩效并不理想。绩效不理想的原因是多方面的,而未能形成有效的政策实施机制是其主要原因之一。文章从海洋产业政策实施三要素之间的关系出发,探讨了政府海洋产业政策的实施机制,指出了我国政府海洋产业政策在执行过程中存在的问题,提出了优化我国政府海洋产业政策实施机制的对策,强调政府海洋产业政策的实施要体现科学发展观。

Practice of ocean industry policies gave the proof that the performance of our government＇s industry policies weren＇t satisfactory at all in China. The dissatisfactory performance may attribute to several reasons, while failure to form effective policy enforcement mechanism is one of the major complaints. This paper analyzed the problems from the relationship among the three elements of ocean industry policy enforcement, discussed the inforcement mechanism of government＇s ocean industry policies and pointed out the reasons existed in the inforcement process of our government＇s ocean industry policies. It also put forward some countermeasures to optimize the enforcement mechanism of our government＇s ocean industry policies and emphasized the importance of scientific development in the enforcement process of government＇s ocean industry policies.
