Abstract The author thinks that,since entering 1990 s ,the emergence of buying part's marker has been making the State enterprises'reform and development face increasingly diffculities and challenges. Deepening the reform of the State-owned firms must diverdsify the public ownership's realizing forms,i.e., taking the strategic adjustment of the State economy and establithing modern enterprise system as the guiding ideology,extricating the loss enterprises form difficult position in three years and establishing modern enterprise system in major large and mediumsized enterprises as the goal,we must improve to separte enterprise form government,carry out the strategic resructuring ,make technology progress,and realize scientifically management.Furthermore,we must improve the market,financial,insurance,talents environment,the environment of labours looking for jobs for enterprises.
