论城市设计的影响评估:概念、内涵与作用

Impact Assessment of Urban Design: Concept,Connotation and Function

城市设计项目具有正负两方面的效应。其结果可以较经济、较有效地促进一个城市的政治、经济、文化和生产力的综合发展,形成一定条件下相对合理的城市空间形态。但有时不适当地开发也会带来一些副作用,导致有悖于城市整体正常运转和发展的不良形态。通过对影响评估概念的解析,以及对城市设计项目影响的认识,提出在城市设计中应引入影响评估的环节。分析了城市设计影响评估的多主体联合评估、多阶段过程控制和多方法组合运用等多维度构成特征,进而指出影响评估在对项目进行影响预测与过程控制、价值沟通与利益协调、方案选择与决策导向等方面具有重要的作用,从而可以作为城市设计决策的依据和控制实践质量的有效手段。

Urban design project has both positive and negative effeels, which promotes a comprehensive development of a city in polities, economy, culture and productivity more eeonomically and effectively, thus forming a relatively reasonable urban spatial form under certain conditions. However, improper development also brings some side effects, which lead to undesirable form deviating the normal operation and development of the city. By analyzing the concept of impact assessment and the influence of urban design project, this paper points out that the impact assessment should be introduced in urban design. According to the analysis of multiple constructive features of urban design impact assessment, including multidimensional assessment, multistage procoss control, multiple methods application, this also proposes that impact assessment plays an important role in impact prediction and process control, value communieation and benefit coordination, project selection and decision orientation, thus being an effective way for decision - making of urban design and practical quality control.
