论政府环境治理的无效与对策

A Research on the Invalidation in Environmental Construction of the Government and Coping Strategies

环境恶化不仅是中国未来可持续发展面临的严峻问题,而且已成为现实生活中吞噬中国经济成果的恶魔。环境治理作为公益物品,被理所当然地认为主要是政府的任务。但是,公益物品的特殊性使政府也难以保证环境治理就可以绝对成功,因为政府存在办事效率低下、政府规模膨胀、公正性并非必然、政府决策失误、寻租行为等问题。由此提出在环境治理中应建立以市场调节为基础的,市场调节与政府干预相结合的有效机制。

Now environmental deterioration has been a crucial issue in the sustainable development in our country, which is engulfing our economic achievements. As public good, environmental construction is supposed to be the duty for the government. However, the government can ensure the accomplishment of environmental construction for its particularities as public good. Besides, the low efficiency, overstaffing, non - guaranteed justice, erratic decision - making and rent seeking behavior of the government also account for the validation in environmental construction. Therefore, the effective mechanism for the environmental construction should take the market regulation as the base and meanwhile stick to the combination of market regulation and governmental interference.
