基于系统论的建设工程参建各方质量责任认定体系的构建

Identified System Establishment Based on System Theory of Construction Participation Parties Quality Responsibility

针对建设工程质量的法律框架和责任监督体系缺陷导致工程质量问题时有发生的问题,从工程质量责任认定和分配的基本原则出发,梳理出工程质量责任体系构建的基本思路,从法律、保险、诚信等角度设计了质量责任体系和组织构成,进而构建了包括认定程序、方法、追查制度以及专家评审制度等在内的质量责任认定体系,以期达到不断完善和提高建设工程质量的目的。

As there was defect in the legal framework and responsibility to monitor system of construction, engineering quality problems occurred constantly. Due to the basic principles on identification and distribution of quality responsibility, the basic idea of construction of engineering quality responsibility was clarified. In order to improve the engineering quality, quality responsibility system and organization were designed from the point of view of law, insurance and integrity. Then the quality responsibility identification system included of program, methods, tracing institution and expert review institution was constructed.
