发达地区农村住房存在的问题及矛盾求解

The Solution of Problem and Contradiction on Ruralhousing in Developed Areas

沿海发达地区面临住房非资本化与收入偏低、土地资源浪费与供地紧张、住房困难户多与住宅空置多、住房超前消费与消费能力低、规划管理水平低与居住高要求的矛盾,主要原因是住房与社会发展脱节、宅基地政策法规限制、户籍制度改革滞后、住房规划管理落后,解决农村住房矛盾的基本出路在于改革,要推进农村宅基地制度改革、农村住房建设制度改革、农村住房保障制度改革,积极探索出台农村宅基地置换政策、农村住房建设用地政策、住房建设投融资政策、扩权强镇建城政策和住房建设管理政策。

There are contradictions on ruralhousing in the coastal developed areas,for exemple：ruralhousing non-capitalization and low income,land resources waste and land supply tension,lots of housing hard up families and housing vacancy,housing excessive consumption and low-competence consuming,a low level of planning administration and a demanding of habitation,ect.We should push steadily system reforms of house sites,housing construction and housing security in the countryside,need to seek actively and put forward to a series of policies on rural house sites replacement, rural housing land for construction use, housing construction investment and financing, increasing functions or powers of towns for developing cities and management of housing construction.
