On the Administrative Responsibility System of Food Safety

近年来,食品安全卫生问题引起了社会广泛的关注。导致食品不安全有诸多原因,其中一个很重要的原因在于对食品负有监管职责的行政主体的行政执法责任制的模糊与缺失。本文旨在探讨使行政问责制制度在食品安全监管方面做到程序化、规范化和系统化,使食品安全行政问责制发展成为一种合法合理的同时具有完备运行环节、系统规范和操作技术的程序模型。

In recent years,the problem of food safety and hygiene has aroused wide concern in society.There are many reasons which cause unsafe food.One important reason is the vagueness and lack of the administrative responsibility of the administrative subjects which supervise food safety.This paper aims of probing into the stylization,standardization and systemization of the administrative responsibility system in the supervision of food safety,and making it become a legal and reasonable procedure pattern with perfect running link, system standard and operating skill.
