新中国成立后,我国在城市基层社会逐步建立了以"单位制"为主,以基层地区管理(街居制)为辅的管理体制。随着我国经济转轨和社会转型,单位制逐渐被打破,街居制也面临着诸多困境,为解决社会中出现的问题和矛盾,社区制就应运而生。在我国城市社区管理体制嬗变中,社区中介组织也随之发展,并发挥着重要作用,因此加强社区中介组织的培育,促进我国城市社区管理体制的改革与完善,是我国城市社区建设的一项重要内容。

After the founding of new China, grass-roots society in urban China gradually established a system of units, with grass-roots district management as its supplement. With the economic transition and social transformation in China, the system of units was gradually broken and the neighborhood system was facing the dilemma. In order to resolve social problems and contradictions, community system emerges at the moment. In the evolution of the management system in our urban community, the community intermediary organizations develop and play an important role. So it is an important to strengthen the cultivation of community intermediary organizations and promote the reform of community management system in cities.
